You should say in a gentle, kind and apologizing way: "Ma'am, I don't have any flowers with me, for I(reason out why you didn't bring any flowers). Please forgive me."
my maam i will not give you flowers. if that's what you mean, try saying it in a nice way like.
ma'am *insert her greetings that suit, i'm terribly sorry but due to some complications/ problems i hadn't brought you any flowers, hope you'll understand.
