Dr. Raymundo Punongbayan was the former director of Philippine Institute of Volcanology and Seismology or PHIVOLCS. he served from 1983 to 2002. He becamepopular afer handling the two well-known calamities---- Luzon earthquake and the Pinatubo eruption.
