Multiply the minus sign to the second factor so you'll have;
(4x+8)(-2x-3)
use the FOIL Method to get the product;
First;(4x)(-2x)=-8x²
Outer;(4x)(-3)=-12x
Inner;(8)(-2x)=-16x
Last;(8)(-3)=-24

Combine like terms so the answer is...

-8x²-28x-24
