Brown eyes (b) are dominant over blue eyes (b). what would be the phenotypic ration of the offspring, if the parents have bb x bb alleles?
Seems like you've made a mistake in expressing the dominant allele. I think it should be "B" for dominant brown eyes since dominant alleles is often represented by upper case letters.
Nevertheless, if the parents have bb×bb alleles their offspring is 100% blue eyes.
Let's make the monohybrid cross to determine the phenotype of the offspring. (See image attached)
Result:
Blue eyes (bb) = 4
Phenotypic ratio 4:0
