Meanwhile, graduates have some negative expectations under the pressure of seeking jobs. High levels of long term graduate unemployment represent a massive threat to institutions of higher education, which stand to lose significant degree of social relevancy if the job market for graduates does not improve within the near future. Besides, the unemployment in general and in particular, the underemployment of graduates, are definite indicators of institutional ineffectiveness and inefficiency. To solve the problem a special anti-crisis fund must be created. Graduates should receive a chance to start their own business, the employment centers should pay lump-sum allowance to every registered unemployed citizens until he / she finds a job
