I mean, let's say you've got a job writing drivers. Low-level C, day in, day out. Then one day I ask you if you'd update some documentation related to your project, which is written in... you guessed it... HTML. You'll go look at the documentation, spend a few minutes searching the web for stuff like "make a table in html", write some code, and be done with it. So you'll pick up bits and pieces over time, or perhaps at some point you'll work on a front-end project. Eventually, you'll have "learned" HTML.
