When we were in college and Apo Marcos was the diktator (which means I am 60 now) Rizal Course is already there, a done thing by order of Congress. So, there is no way you can skirt the subject (and we were also hit by Pilipino I & II in 1980).
I have no objection against Rizal as I enjoyed the Noli and wade through the Fili. Good novels, my Pinas paisanos, read them. And to make all you and me read them, Don Claro made sure a Law be passed ordering you (that includes me) read them.
Why not put Rizal in Philippine Literature (last quarter of 1800s); a three-unit course of Literature with Rizal and the others, say 1880 up to 1930; that will put him in his time and context. Just thinking after reflecting, in retrospect
