It doesn't need to and doesn't want to either. The Filipinos are natural Pacifists of the Asiatic type. They wont ever act politically or militarily against another country. But if they are attacked, they can and will react. The general attitude on non interfering friendliness that the Filipinos irradiate in dealing with foreigners, is very likely to draw many friendly nations to their side if they are threatened. This can be viewed as the Filipinos success story in participating in diplomatic exercises with the rest of the modern world.
