what is the meaning of "When a country is in order, it is a shame to be poor and a common man; when a country is in chaos it is a shame to be rich and an official."
It means that it only is impossible for a man to be poor given the spoon fed wealth of the economy, the same with the opposite; you can't be rich given that the economy is in hardship...
