yes. if the arteries or veins (if that's what you're pertaining to) were blocked by plaque, fat build ups or whatever, the blood delivery would fail to function properly, it will fail to fulfill the body's need for O2 and nutrients thus, it would contribute to heart attacks, oxygen depth, malfunctioning organs, or in severe cases, death.
