It depends on how strong they rely on their emotions. People who do bad things can either feel remorse or nothing at all. If someone had ended up resenting the result of their wrong doing, then it's best to say that they're shameful of such act of evilness that came from within them—and that they did not mean such harm. On the other hand, when someone doesn't feel guilt even after doing something bad, they most probably have the intention of doing it in the first place.
